neighbour from hell

i moved in October to maisonette with my 6yo .

below us lives woman with 10 dogs . these dogs are never walked and always inside her 2 bedroom house .

obviously barking is constant. day and night . our life is hell . sleep deprivation is form of torture and it's not fair on dogs to always sit indoors too.

i reported this to RSPCA , council , landlords however nothing is done .

is my only option to move now ? is it animal cruelty to keep 10 dogs inside and never walk them ?

can anyone give me advice i'm desperate now , my child is disabled and she can't sleep at night begging me to stop barking .

smell is unbearable too , it comes up to our house from downstairs

any advice would be greatly appreciated

Get in touch with your local councillors they may be facing re election next week so will want to make a good impression.

They generally are very helpful and have contacts.

Have you tried somewhere like dogs trust for advice or if you have a local shelter

looks like a tragedy needs to happen for anyone to care

it seems to me that no one cares about this situation, all my complaints and corners are being ignored.

Email your MP, whose staff will look into this for you, & action through the appropriate channels/services.

You might be amazed at how having an MP name-checked in correspondence galvanises previously reluctant people into action.

Environmental Health should be able to arrange for the installation of a noise monitoring device temporarily. It will come in a tamper proof case and will be placed somewhere in your home. Usually where the noise is most bothersome. This monitors the decibel levels over a few days and is triggered as and when. Should the noise be deemed a statutory nuisance then they’ll serve an abatement notice. If your neighbour doesn’t comply then the dogs will be removed. The police don’t have these powers so it needs to be your local authority. It will take weeks and not days though……hope you get it sorted. It sounds just awful.

Is it actually legal to keep 10 dogs in a limited space? 😵‍💫. Doesn't it count as kennels at that volume, which would need licensing? Probably not...
Hope you get it sorted, op, it sounds like a bloody nightmare.

Focus on your concerns for the dogs. Express your disappointment that the RSPCA has so far been unwilling to act whilst the dogs continue to suffer. Say that, this is such a horrendous case that, if they are unable to act quickly, you will be contacting the press.

I am really sorry, this sounds terrible. You've got some good advice! At least you don't own the flat, you are renting and can move out, as a positive.

I think some parts of the USA have laws governing the numbers of animals/pets that can be kept per residential premises, sadly we don't have that here.

When’s the case coming to court? Hopefully she will be found guilty, end up in prison then the dogs can be rehomed.

Is she renting from the same HA? Surely she can’t have 10 dogs in there, and the property will be in a terrible state because of them. Can you keep badgering the HA?

landlords im renting from allow maximum 2 pets and you need license or permission, so no she can't have 10 dogs

i got really good advice, i didn't think MP will even acknowledge me as all my previous complaints were brushed off .

actually i believe landlords are trying to evict that woman but they said there is backlog after Coronavirus or smth like that .

i will contact my local MP and write email to RSPCA

advice here was so quick and brilliant!

I remember watching a Netflix series about hoarders in the USA, the workers who were tasked with dealing with the hoards said they used to find what they referred to as 'flat kitties'.... These were cats who lived in the premises who had died unnoticed and they found them flattened and sandwiched between the various items in the hoard

i was SHOCKED how no one cares . i can hear these poor dogs crying when they left alone , i asked RSPCA shall i put some dogs food through letterbox and they told me not to ??

Find out who your local councillors are and ask them for help. And if your councillors don't help then try your local MP. You need someone who can bang heads together.

However as far as I know it can be a condition of the lease but not necessarily written into law, or another words not actually enforceable?
If it was enforceable they would have used it to get rid of this woman ....would they not?

Personally I would look to move. It's frustrating because you shouldn't have to but I've been there. Slightly different as the noise wasn't from barking but general antisocial behaviour. It really is a nightmare when you have no peace in your own home. The stress melted away when we moved and we were so glad we did it. But the noise of over revving cars and extremely loud music gave me the most awful feeling in the pit of my stomach for another year or so. In my eyes it's not worth wasting those precious years with your children living like that. You won't get that time back...the newborn / baby years were ruined for us.

That sounds like a nuisance claims as it's consistent and stopping you enjoying your home.

I'd threaten to sue the council over that and it may force them to act as they won't want that surely? And you would have a claim too if it's constant like you say.
