I'm confused by this too. Hope someone knowledgeable will be along shortly with an idiot's guide to help me.

Could be wrong but are the ballots that need 'curing' (need fixing in some way so they can be counted) before a deadline otherwise they are discounted. But until then they are valid but not verified votes so can't be counted.

I don't know if this is right but it would make sense.
