His face is an absolute PICTURE whilst he can't interrupt

I guess he meant federal guidelines. The states have their own guidelines - in all the states I've recently visited the offices and shops have very strict rules, but I can imagine the southern and mid-west states maybe don't.

Biden's relaxing into this.

The moderator was doing ok but needs to manage this last crucial 35 minutes.

I saw a videoclip where someone had him playing the accordion when he does that. It's all I can think about when I see him talking now
