It will, and it will affect mostly pensioners who probably won't have any disposable income.

And before someone says they should downsize, it's not always possible, it does not always make sense financially because moving is expensive and why should someone have to leave and area they know and are familiar with?

It's just cruel. I think many of my lovely neighbours will be negatively affected.

Plus how do you downsize when no-one's going to be buying a property with 8/10K council tax to pay annually? I mean maybe if someone was buying a multimillion pound house in Mayfair they wouldn't care, but for an ordinary family home, no-one would touch it.
If they go ahead with this, I think we're going to wind up with many of the higher band houses selling for less than the D/Es.

That’s right - there will be a repricing, logically.

The issue will be more acute for those who leveraged up after the pandemic - you remember that race for space? Some of those poor buyers will be flirting with negative equity.

Worse case, banks will be hit as debt portfolios are revalued.

It's actually terrifying - it feels like there was previously at least some sort of gentleman's agreement that taxation wouldn't suddenly push specific groups into actual penury, and Labour have just disregarded this completely.

So you'd better hope you're happy where you are because that's moving ruled out.
It does rather mean that the current system of selling a home to pay for care home fees will be blown out the water though - the government will have to cough up for that.
