Is this racist?

My DD has just been approached by an older (than her) male after parking her car to pop into a shop, she was still in the car.

He approached her drivers side looking in the car then walked away back to his car. Walked back up again and started to speak, dd has opened the door and said “sorry?”, he asked her if she had enough space to get out, she said “yes plenty”, he then said “are you foreign”? DD said “what?!”, he repeated “are you foreign because of your accent”. DD said “no, bye then” and walked away.

For transparency, DD looks typically Middle Eastern dark olive skin, dark eyes, very long dark hair but is white. She has an accent typical for our area.

He was being a racist shit, yes?

She saw him walk into his house and I want to go confront him.

No, I wouldn’t say his exact words were racist, however he didn’t need to ask her that question!

I would feel very uncomfortable if someone were to ask me “are you foreign” not once, but twice.

What does it matter if she is foreign? Why can’t people appreciate that U.K is full of different backgrounds and cultures!

Either he's deaf or his question was based on her colouring.

This is it precisely, DD has the definition of our local accent. She said enough to discern her accent. She does, however, not “present” as white.

DD has in the past been called the “p” word a number of different times.

I am white and I agree with the majority of things you have said, a lot of people just don’t realise asking/saying certain things regarding race can offend or make a person feel uncomfortable.

I asked, what does foreign mean? If I am born in a different country, am I foreign? What if I now have a passport for the country I live in, am I still foreign? What if I was born here, but my parents weren't, foreign or not?
Or lets face it, doesn't being brown make me foreign, to those asking, no matter what?

I was often asked if I was foreign when I lived in the UK, I didn’t even have much of an accent. I’m Swedish.

People ask me if I'm from abroad too. Its not racist. I have a local accent but sometimes people are just shit with placing accents.

Don't confront him.
I can't imagine why your dd felt afraid and vulnerable when really all he did was look into her car. He didn't speak to her until your dd opened the car door. Asking her if she is foreign makes him sound a bit thick, but is probably sarcasm because it seemed your dd didn't understand him.
Put it down to the fact that he is best avoided and tell your dd to keep her car door locked.
