The white panel is a shelf that covers the hole I think.

I don't like the look of that plastic sheeting. We might need @thighofrelief101 to have a butcher's at that.

IN the external photo you can see the shape of the roof is not the same way as the room. I just thought there was small loft void like the other room. When I took that panel off this is what's underneath!

Because the ledge is above floor height, like a windowsill. Basically they've puta fakewindow embrasure in, to make the room look stylish, but wasted a fair bit of space in the process.
