This is good - on the face of, this is making clear that a GRC is needed. So self ID is dismissed. As most don't have a GRC and birth certificates can be asked for, then great swathes of TW can no longer access women's spaces as they are not women. But, if it only costs a fiver, then this is not a problem. So we are back to square one.
