The issue here is that the threat to women in a refuge doesn’t just come from specific individuals who have a history of violence against them - it comes from being re-traumatised psychologically being in the presence of males. Any males. Even lovely ones. Even ones that identify as women.

Yes, this is what I said in my second paragraph, there are other reasons besides straight out risk of violence that we'd want DV refuges to be single sex, and this is one of them.
But I think the reason people who accept the TWAW approach don't take that in is because to them, that fear of men as a class rests on a faulty perception - there is no such class. They think it's through these changes in the law and social practice that we will get over that kind of category error.
