Here's my theory.

Hank was right and Carrie is working as an asset of Saul's. She is either still in the CIA or has left but not really left in that she is his asset. Redhead woman has dodgy dealings going on and knows or suspects that Saul knows or suspects and that he and carrie are in cahoots so she wants carrie out of the picture. Saul is sending quinn to carrie knowing he womt kill her but will warn her and keep her safe.
