So, so hard isn't it? What they need is really intensive family support - someone to go in every day and make sure things are ok. Just won't happen though.

I would take him away from them.

The mum is incompetent and the dad is clearly scary and violent.

The boy can't speak because they haven't interacted with him.

Get him out before either a terrible incident occurs or the boy grows up just like his parents.

The lack of language makes me wonder how much his parents interact with him.

My friend lives in a house a bit smaller than that with her elderly mother and 5 year old daughter. they are not counted as being over crowded
