But I thought I'd share anyway.

This happens on our street a LOT and I just don't understand how people can be so inconsiderate, the gap between the wing mirror and wall isn't big enough for a child to slip through and the car is so huge it blocks pedestrians from seeing whats coming without stepping into the road.
Not to mention that he's parked on a T-junction.

See, this is another difference between Americans and Brits.

We'd all be outside sitting on our porches or standing around in the street in little groups offering suggestions to the police gawping

We're the same in t'North, Pond - we would all have an opinion, and several suggestions on what to do to make things even worse for the driver when s/he returned. This could include jemmying open the boot, and putting a shackled waif inside, and shouting "How up, Officer! Look what the bugger's got in here! And the bastard eats prawn cocktail crisps, but the look of it! What a !"

I was wondering what is wrong with the OP's neighbours too. Most places I have lived they would have been all out there at the first sign of the police, trying to find out what was going on, everyone gossiping with everyone else about everything, putting the general world to rights whilst waiting for developments. A bit like a real life version of this thread actually. OP and her neighbours sound very restrained, just one Russian man (and dog) and an angry middle aged gentleman. Its no good OP, your neighbourhood needs to embrace nosiness and turn everything into an opportunity for a street party. With unicorns of course.
