The "down for maintenance" page is a fairly standard IT thing of "the system is currently unavailable, get people to come back later" which usually IS because its down for maintenance, its not any kind of sinister plot.

Nearly 900k when I went on to sign. I live in hope but there are 45m people who could vote in an election so it’s a tiny tiny proportion of the electorate unfortunately

Pitterpatterbaby, yes, but an advisory referendum, a simplistic question asked of a largely ignorant (ie: in the dark in respect of the mechanics of the EU, not ignorant full stop, and that applied equally to both sides of the argument) electorate with little grasp of the real consequences either way and no plan whatsoever in the event of a leave win.
