Someone who displays no real understanding of economics and dismisses expert opinion when it doesn't suit them but makes appeals to authority when it does.

I much prefer to look for silver linings & glimmers of optimism.

If people prefer languishing in the mire of doom then that is their prerogative of course - although I will remain optimistic as is my usual default setting.
