I assume you are referencing the latter part, not the babies being Hamas...

Re the latter part - because Netenyahu has said so. Or at least he's repeatedly refused to say that the war will end when the hostages are released. Israel also broke the ceasefire at the start where they'd need to start withdrawing, even though hostages were being released in line with the agreement (broadly anyway), which shows how low down the priority list they are.
