Why aren't we building home out at see?

There's a population crisis and a lack of affordable homes and space to build etc so how come more countries don't build out from their coasts, or actually out at see. Watching the world spin and virtually a solid half is just sea! Why aren't more countries claiming territory and building their own extensions?

@SleepingStandingUp there are huge practical considerations all of which add vastly to cost, ocean depth, corrosion, transport links, infrastructure, weather, ecology etc. Where this has been done is in estuaries and shallow coastal zones, but again these are some of the most important ecological sites which need protection not destruction.

It's a myth that UK is built over. It is about 4% if I recall. The problem is that building land with planning permission is scarce and held back to increase cost. If only they would say "build nice houses anywhere!"

When people say this, they completely overlook the fact that huge parts of the country are in no way suitable to be built on. We're already discovering this to our cost. Near me there just granted planning permission for 140 houses to be built on land which is reclaimed marsh and sits about 2m above sea level on a south west facing coast. Utter lunacy.

What about
Flood plains
Uplands
Forest
Bogs
Moors
SSIs
National Parks
Valuable habitats for the animals and plants we share these islands with?

We can't just go building on everything and expecting this to be fine!
