IDK. I hate to go all tin hat, but it makes me wonder if there's more to it than appears. Could Putie possibly be worried about US and Intl sanctions? Certainly he's not worried about being held personally responsible, but if the hammer falls heavy on the people sanctions-wise is there a chance he'd be voted out? Or defenestrated?
