He cheerfully admits that he is totally wearing his tinfoil hat, but he's been surprised by the absoluteness of the wording used in the denials by the companies involved and also China, he says normally companies of that size/governments would issue far woollier statements because of the legal ramifications if an absolute denial turns out to be true.

He's theorising that Supermicro has resisted the current administration's pressure for companies to bring their offshore manufacturing arms back inside the USA and the story about the Chinese chip is actually complete bollocks leaked by the government so that the corporations Supermicro sells to will put commercial pressure on the company to bring its manufacturing back to America.

I too have been struck by the forcefulness and detail of the denials. As you say, usually they're much woollier and leave more wriggle room. It's a curious mix to have Bloomberg's supposed multiple sources and intricate details of the "hack", and such absolute denials.
