You could argue all the idiots that voted them into power. Or do nothing about them. Difficult in some countries I know. People just disappear.
But large numbers of the population do have to take some responsibility for the horrors that are in charge.

Trump is just a stupid old man who doesn't care about anything except money. The world will be a far better place when he's gone, but it won't solve anything because he's not the driving force, he's just the face of the cult.

Well if we define what "evil" is (which is tricky for a start) I think we should look at actions.

Murder is an action that most people think is evil. Its killing someone intentionally. So we can judge a single murderer like Wayne Couzens as evil.

Or as we are looking for the most evil person alive in the world we may have to look at numbers murdered under the orders of a dictator (so while they may not physically murder someone, its hard to refuse to carry out orders) we could judge Putin (currently feeding his population into the meat grinder) or Kim Jong Un. I think Kim Jong Un is the most evil as he has subjugated his population to terror and seems to murder on a whim in the cruelest way (cf anti aircraft gun).

Because someone that rich should be sending a message about using wealth to do good. If that is his message and us idiot ignorant children in our bubbles have missed it, he needs to say it louder and show a public humane response to things like his Teslas locking people in and setting on fire so they burn to death and deny his links to fascist politics.

I think some of the people listed are repulsive and terrible leaders, but we only know of them because they happen to be in power. If they weren't, I don't think they'd win.

Someone like Denis Rader? But I imagine there are loads of psycho serial killers who could qualify, many of whom haven't been caught yet.

Depends how you measure evil. Sheer amount of pain and misery caused or facilitated? A serial killer isnt going to come close.
