I just watched the video in the feed below that, of him being interviewed on September 13th. It's depressing that my reaction was to be impressed by how relatively sane and coherent he sounded compared to now, when he's arguably the most powerful person in the world.

Footnote: He was still a narcissistic, corrupt, moronic asshole.

In our house, which contains a retired aeronautical engineer who is particularly interested in aircraft accident investigations, we are amazed to have found a competent Trump appointee who was originally proposed by Trump, confirmed by Biden and re-confirmed by Trump. Hang on, since when do Presidents issue proclamations? Surely that's what a hereditary monarch does, not what a democratically elected leader does? Or have I missed proclamations from all the Presidents during my lifetime, since JFK?

They seem to be usually used for holidays, cultural things etc. But Trump seems to mix that up with EOs. Maybe because of the SCOTUS judgement on his tariffs ?

Presidential proclamations have been around forever. George Washington issued the first one on October 3, 1789, designating Thursday, November 26, 1789 a national day of public thanksgiving and prayer for the ratification of the Constitution and the establishment of a government to protect religious and civil liberties.

In the case of the Canadian liquor ban, official Proclamations regarding foreign trade and commerce have the same legal weight as statutory law Section 338 of the Tariff Act of 1930 (codified under 19 U.S.C. § 1338). So, I guess as of 29 Sep no Canadian wine for me.

Proclamations are also used for 'ceremonial' purposes such as lowering the flag to half-staff, naming special/commemorative 'Days', and honouring notable personages. That type does not carry the force of law.
