I wonder who chose the people to do the work? If it was the members of the Kennedy Center board, then you may well be right about ICE being due to turn up!
The removal is some hours past the Friday midnight deadline and nothing has been removed yet, and the workers seem to have gone home now. This smacks of skullduggery (Or, as previously mentioned, skilled masons are necessary to do the removal, maybe a cover up is deemed to be sufficient for the moment?)

If they had hired Monumental Masons to do the stonework they might not have needed the scaffolding. At least not as high.

So it seems to me that the performative scaffolding was erected purely to hang the tarpaulin from so they could remove his shitty name without everyone filming it and hearing massive cheers as each letter dropped... and that's why no cherry picker was used, which could have done the job in a couple of hours.
