Congress has the 'power of the purse' per Article I, Section 9, Clause 7 of the Constitution. They are the ones who decide 'where the money goes and how much'.

As far as Scrotus doing an EO to move money from one agency to another, technically no. He could do an EO to direct a federal agency to 'change policy' resulting in shifting of funds within the agency, but if the money isn't already there, there would be nothing to move. Theoretically he could declare a 'national emergency' but even that has limitations on what, where, how, and when funds get reallocated. It is usually 'freeing up' funds that are already there in contingency or emergency reserves.

It won't be. It's been around since 1933, previously known as Immigration and Naturalization Service (INS), aka 'La Migra'. It wasn't the paramilitary police force that it is now. It was mostly bureaucrats with an 'enforcement arm' that occasionally did raids. And those raids were mostly on large agricultural sites and businesses that were 'known' to employ undocumented immigrants. You very rarely, if ever, heard of them going into private homes.

And they weren't SWAT-style armed rifles drawn 'get down on the ground MFer!' raids, unless it was a known criminal enterprise and then they usually worked in concert with the FBI or DEA. Usually they pulled up in their ubiquitous green van and if you were unlucky enough to not manage to slip away they loaded you into the van and off you went. They didn't chase you down and beat you or shoot you. It was more of a 'catch and release' thing. You went before a judge and were usually released on bail with a promise to appear. If you were real unlucky (and lived in a border state) you were bused to the nearest border and marched across.

I think the most we can hope for is that after 2028 ICE will morph back into 'La Migra'.

The Saudi Ministry of Defense confirmed the agreement was signed on Friday, calling it “a memorandum of arrangements related to defense procurement.”
