He warned that Trump and Defense Secretary Pete Hegseth ran the risk of "creating a national police force with the President as its chief".

Apparently deployment of troops by Trump violates 1878 Posse Comitatus Act, which prohibits using the US military in order to execute domestic laws, or assist with doing so.; there are exceptions including authorisation by Congress, but of course Trump isn't Congress.
