At Moscow's "Victory Day" parade on May 9, Russia proudly displayed combat drones used in its war against Ukraine, including models seen targeting civilians. Just a few nights earlier, one of these drones flew into a civilian apartment building. It destroyed a childrenβs room, injuring kids.

UN: April 2025 Sees Highest Civilian Casualties in Ukraine Since September 2024
April 2025 marked the deadliest month for civilians in Ukraine since September 2024, according to the latest monthly report by the UN Human Rights Monitoring Mission in Ukraine (HRMMU).
The report records at least 209 civilians killed and 1,146 injured in April as a result of intensified Russian attacks. HRMMU Head Danielle Bell attributed the sharp rise in casualties to Russiaβs widespread use of ballistic missiles targeting major cities.
The UN noted that this pattern of urban attacks continued into May, with new missile and cluster munition strikes reported in Kharkiv, Odesa, Zaporizhzhia, and Kyiv, again resulting in civilian deaths and injuries.
The report highlights the particularly high toll on children: at least 19 were killed and 78 injured in April aloneβthe highest monthly figure for child casualties since June 2022. Many of these attacks occurred at times and in places where families were gathered outdoors.
Additionally, 23% of all April casualties were attributed to short-range drone strikes near frontline areas. One of the deadliest incidents occurred on April 23 in Marhanets, Dnipropetrovsk region, where a drone strike on a bus carrying mining plant workers killed at least nine peopleβeight of them womenβand injured 58 others.
Between January and April 2025, 664 civilians were killed and 3,425 injured in Russian attacksβa 59% increase compared to the same period in 2024, the report concluded.
