In theory, that scheme should work for some small landlords as it can give a small guaranteed return, which is what a lot of pensioners look for, without the hassle of dealing with tenants/void periods/estate agents who take a month’s rent each time etc.
If there was a will to kickstart this kind of thing and give it some favourable tax treatment for landlords signing up to it, perhaps it could work in some areas.

You re forgetting the new EPC C requirement in 2030 & its not based on the current EPC guidance but on negatively scoring gas in favour of electric heating, be that all electric from the grid, solar and or a heat pump.

This is serious money for LLs to find, the ones in my village i know, with 1 BTL as their pension and long term tenants being charged 60 or 70% of market rent, are all planning to sell in the near future, the houses will be bought as 2nd homes and/or Air BnBs, as thats what happens to most houses sold down here.

No, all I said is landlords expect a return on their investment and as long as it’s reasonable I don’t see a problem. Because let’s face it- putting your cash in a bank right now can yield a better an easier return.

I thought there was a limit of 10k investment, if they go ahead with the above without caveats, I can’t see that will work for many old Central London flats. Not like you can put solar panels on old roofs or dig a huge deep hole into the ground for ground source heat. Also the few times I had to do an EPC there was second guessing of the roof insulation (no physical checks) so I take the whole thing with a pinch of salt.
