Stupidly hard work quiz (help!)

If anyone remembers previous years my work sets a stupidly hard quiz for us to have a go at every Christmas. This year's is no different....

I've managed to complete the first 8 puzzles myself but now I'm stuck Very frustrating as I've got the gist of the puzzles but can't figure out what the answer is!

Here's the first one and here's my answers. If anyone can figure out the final answer (two words 5,7) I'd be ever so grateful 😊

Just to try and complete the cities, think 23 is Edmonton Canada (the Walterdale Bridge in the pic)

Is the main building in the 1st picture The Capitol?

According to wiki:
The word "Capitol" comes from Latin and is associated with the Temple of Jupiter Optimus Maximus on Capitoline Hill, one of the seven hills of Rome.

So maybe Jupiter Optimus Maximus?

Or am I overthinking this?

Oops sorry, I missed your post.

I'm trying so hard, but I fear these quizzes are not my strength.

edin I think most people give up pretty quickly tbh!

Next puzzle

Instructions are: Member of two different groups are encrypted. The encryption method is the same for both groups, but the key to decrypting each group is different.

Once you've discovered the names of the two groups, place the two in alphabetical order to use as the password for the next stage.

Need to pop out now but I'm thinking they're both substitution cyphers (but a different substitution used for the two groups)?

I have a link to a page that decrypts stuff like this and 3 and 4 are Iron Man and Captain America.

I didn't type them all in!

Second to last will be Black Widow then, I bet.

I'm not good enough on marvel to do them all though!

I'm not working today and am meant to be decorating the Christmas tree! It'll only have lights on by tonight if I keep looking at this.

7th one would be Thor

Going by that is QBKO Thor?
