I think James is contrasting the condition and status of gay rights activists back in the 80's (ignored at best, despised, spat at, beaten up, murdered) with the current iteration of TRA's who, despite claiming to be marginalised and subject to trans genocide seem to be remarkably successful in gaining power and influence in the institutions James lists. No because the ECHR and Human Rights Act prevent us from deporting people who might be at risk of physical harm from a State of they are returned to that State.

Hence why Assange just got his extradition to the US halted because the judge says 'we must have assurances that the death penalty isn't on the table'.

Since the Scottish Government havent yet decided to bring back tieing witches to stakes or ducking them in rivers, just yet we don't this as an option.
