Most of all language levels depend on when they acquired language - this is why it's advised that deaf children learn and use BSL along side aids/CIs.
Many profoundly deaf people can't hear well enough when wearing aids or implants to pick up all sounds. And CIs are known to fail - sadly once that happens as residual hearing has been destroyed in the process of implanting, hearing aids are useless.
