Phil was just able to wonder into a school. As if that would ever happen in RL, and how would he have even recognized Louise. She looks absolutely nothing like she did when Phil last seen her.
The mind boggles.

All this talk of old characters had made me wish that rather than kill off / depart the character thus making a lifetime of unbelievable excuses
"Awh no, your mum's not coming your wedding coz she's orf darn the orspickle" etc, that they would just do head transplants instead. They do it plenty of times with kids and we just get used to it.

He knows what Louise looks like because he had just seen the photo of her in Peggy's address book. It had the name of the school on her blazer so he knew where to find her.
As for how he got in though.......

Let's be honest that is probably what happened.

Phil has always been pretty well off. I assume it's because he's owned several businesses, and also has dodgy dealings going on. That's probably why he had a duffel bag of cash rather than leaving money in his will!

Peggy had a school picture didn't she? So he would have seen a recent photo before he went to the school. Still would have been very hard to wander around drunk and find a specific pupil without arousing suspicion.
