OK, Jake might not be very famous compared to some of them, but so what? There was absolutely no need to say all that regardless of whether it was 'banter' or not.
Came across as really nasty and bullying. Sticking the words 'it's only banter' in front of nastiness doesn't suddenly make it okay.
I had never heard of Jimmy before I'm A Celeb, he's a bit of has been and a nonentity himself which made it all the more laughable for his outburst.

I hadn't a clue who Jimmy was before the show, so yes not exactly in the spotlight himself.
