its driving me bonkers, can you help me find the name of this british actor please?

hes blond, has a bit of a squint mouth, quite a narrow jaw, maybe early forties, plays (i think) villians occasionally, cops (ive checked old Bill cast as i thought he had been in that but hes not there), firemen (ive also checked old Londons Burning cast and hes not there either!), hes fairly quiet, not too well known, please, its driving me daft!

and yes, he is good looking, at least i think so, in a rugged, quiet-type sort of way

although hes not too rugged, just not handsome in a handsome sort of way
