its driving me bonkers, can you help me find the name of this british actor please?

hes blond, has a bit of a squint mouth, quite a narrow jaw, maybe early forties, plays (i think) villians occasionally, cops (ive checked old Bill cast as i thought he had been in that but hes not there), firemen (ive also checked old Londons Burning cast and hes not there either!), hes fairly quiet, not too well known, please, its driving me daft!

pmsl, he looks like someone i know

(who i used to fancy but who i bumped into and looks like this actor now)

and i have a suspicion my imagination is supplying the uniform, the dirt streaked face etc, but i could be wrong

np, the reason i thought of him was he (and his family - his wife is an actor too) was at the same hotel as us in cornwall last month

he is a bit like jerome flynne bit less square jawed, has a small jaw, his mouth is a bit squint
