Is this ridiculous for my 54th birthday?

It's a "surprise" do. A dozen or so people who think I don't know, but I put my foot down with my friend! Restaurant that has dancing after the meal.

I quite like it in the mirror, but in the photo look somehow both lumpy and scrawny?

Other than this it with be the old cliche nice top and jeans...and it is a very nice top and very good jeans that fit well and I feel comfortable in....

The dress has a bit of sparkle that I don't think shows in the pic.

You have a great figure OP, but I think the dress is far too casual, sorry - it's like something you would wear to the beach.
Have you got anything with more structure to it? Or maybe trousers and a fancy top?

I don't think it's too casual, not for the crowd I'll be with anyway. It's thick and sparkly in the flesh.

I'm shocked at how scrawny my arms look, all my going out tops are sleevless because I get so hot. That's why I was looking to avoid jeans tonight.

It probably is long, but I'm not wearing heels for anyone, so long is good. The flat sandals probably make it look a bit beachy too, but again, not wearing heels 😆

You’ve got a great figure! I’d be worried about being a bit hot, though, if the fabric is as thick as it looks.

You look in that photo - and it may very well be the angle ar which you took it - that you have a relatively long torso and short legs. In which case the dress is a bit straight up and down.

But honestly you have an amazing toned figure and if it looks good when you look at yourself in the mirror 💯 wear it. It def isnt 'inappropriate' (not that i approve of that idea generally)

If you feel lumpy, smoothing undies might help! I would never have known that but got some smoothing/ no VPL knickers for under a dress and it made it look amazing
