Women's rights and welfare does seem to be an area where global political institutions have been relatively effective in furthering the cause at the national level. It is a very good area to focus on.

I think that they were effective in crystalising opposition to female genital mutilation.

In Nigeria efforts are hampered by the need to respond to local pressures in the north. At least the 'global constituency' can generate a countermanding pressure.
