I think the quote is from an old British movie -

Possibly a classic male British actor? Anyone got any suggestions? It's driving me MAD! 😬

The quote made me think immediately of Peter Sellers as Chance the gardener (Chauncy Gardiner) in "Being There."

Could it be from a much more recent film A Royal Night Out? I have a feeling Princess Margaret says this line.
