It seems to be going up at an incredibly consistent rate; is that because that's all the website can handle, causing a bottleneck, or some other reason? 🤔

Have tried to sign but not getting an email.

I'm the same and it's been a few hours and I've checked spam folder as well- though it says anytime in next 24 hours to get it.

I think it's the bottleneck because people are getting their emails an hour or so later so I imagine loads of people will then be clicking at once every so often

It’s lunchtime now too for most people so traffic just now will be huge after it was mentioned on bbc: will likely slow a bit when people get back to work so confirm emails will probably be sent out quicker later this afternoon.

I signed it but never got the email confirmation which I need for my signature to be counted. Hopefully it's just a delay?

Any link that gives you an updated count will be getting that data from the same database and will be increasing the load on it - there is no magic link that will give you updated stats without asking the database for the numbers...
The best way is to watch whats being reported here, or one of the twitter feeds for it like @UltraButt since they can look once and then tell everyone from that.

This is most definitely possible (more difficult now that most free-mail services have reasonable counter bot mechanisms (e.g. captcha)) but I suspect that the petitions site has a number of counter-measures. E.g. check geographic origin of IPs, exclusion of known proxies, exclusion Tor routed traffic, exclude known 1-off use email services (e.g. sharklasers), exclusion of known bot-net IPs, etc ...
Actually I think they should provide some reassurance to the public on this as it's easy to cast doubt about the validity of a petition. Have sent them some feedback.
