My vote for Heidi

They both go equally well with Phoebe but Daisy has been a bit overused in the past 15 years so Heidi is my choice

Daisy is a different genre to Phoebe and Heidi but I'm not sure it goes.

Alexandra, Georgia/ina, Xara, Xanthe, Marina, Beatrice, Gudrun, Celia, Edith, etc, are the sorts of names that go with Phoebe.

Hm neither goes with Phoebe, which is a nice classic grown-up name. Heidi is terribly cutesy. Daisy is ok as a flower name but it’s a bit cutesy too. Daisy is best.

Heidi is great with phoebe. Not so keen on daisy personally, and I don't think it's sophisticated enough to go with Phoebe.

"Sweet" is not derogatory. Patronising, maybe, in some contexts, but not derogatory.

I think Daisy works really well as Phoebe's sister - lovely name. Heidi feels dated (I know several adult Heidis), like it's the wrong generation to go with the modern Phoebe.
