How to approach neighbour about 6am screaming…

My neighbour opposite has young children, I sympathise and understand kids that age are going to make noise, it’s just what they do.

However every single weekend for the past 6 months since then moved in (and I imagine most of the summer hols) the neighbour has been letting them play out in the front garden from 6am or getting them in the car and they just scream full pelt non stop.
It’s right opposite my bedroom window, they wake me up and I can’t get back to sleep.
I am absolutely sick of it. They are council tenants can I put in a noise complaint? I have mentioned it to the mother before and she didn’t seem to see the issue using the excuse they’re little. Angry

This morning it was from 5.45am.

No you can’t. The noise made by children isn’t illegal even at 6am. You should wear ear plugs as it’s not their fault you can’t get back to sleep as much as it’s not your fault they are making noise.

You can go and ask her to keep them quieter before 8am but children aren’t robots to be programmed.

@MyDarlingRosehow about their mother controlling their behaviour and not letting them out at such a ridiculous hour? She should take some responsibility and not be such a selfish neighbour.

Screaming? Really? Especially screaming "full pelt" and non stop? No, I really haven't heard this.

That's the reason I wrote this - I think some people are using the word screaming hyperbolically to mean any raised voice - and "non stop" is probably an exaggeration too (exactly as it turns out - the OP clarified that they're actually crying and whining for 10-20 minutes).

No they wouldn't if the children are under 10 under my housing association rules they will contact the tenant tell them the person across the road thinks your being too loud try and keep it down but officially? No they might encourage a house exchange to get away from the evil neighbour though

Yes, you can and should put a noise complaint in.

You could also try matching their energy, get some really REALLY loud speakers, put them at the window and the second they start put on something really hard and grungy with a big doof bass sound.

We did this to neighbours who kept playing loud music. Ours was far louder and every time they tried it we'd put on incredibly loud music for about 5 minutes pointed towards their house over the back fence. They stopped in one single day after doing this for months.

Even though the music is super loud and awful, it is far less bothersome when it's you who's doing it for a reason :)

You should come to my local Tesco they have high ceilings that shit ECHOs unfortunately my youngest has SEN and is autistic he has to come shopping with me at the big age of 13 we are seriously considering ear defenders which he doesn't normally need unless we are watching fireworks as people are just so shitty at doing anything about screaming children

Probably not. It takes ages for them to follow up with horrendous anti social neighbours. If they do at all.

Noisy young children wouldn’t be classed as serious.

Do they actually scream?

I always see social media and MN posters about adults "screaming at" them, and children "screaming non stop for hours" but in my experience anyone actually screaming is a very brief and rare thing.

A child who screamed full pelt non stop would have a very sore throat indeed and be exhausted after a bit.

So I assume the screaming is hyperbole.

How noisy are they actually, if you describe it objectively without exaggeration?

Don’t you know mumsnet users live in the nicest of areas surrounded by parking violations and screaming kids? It’s only in these very naice areas that people park so inconsiderately and that children have reinforced vocal cords to allow them to scream from dawn until dusk. (This is sarcasm and I’m not having a go at the OP, I have simply read too many of these threads).

I live in a fairly densely populated area with loads of kids nearby. I live with the back windows open all summer as the back is to the north, so shaded and brings in cool air. I’ve maybe heard “screaming” once or twice this summer. Kids out playing most of the day long as the gardens are well shaded.

I’d be doing worse than that. Bucket of cold water chucked over them. Whoops just trying to empty it.

My DB and his wife have 2 boys, 2.5 years and 8 years. They wake up early sometimes (not so much the 8 year old), their parents would go mental if they made excessive noise in the mornings, certainly not allowed in the garden first thing. Their NDN has 3 girls, youngest is 3. Similar story, minimal noise heard. Other NDN has 2 kids, 1 ND, similar minimal noise heard. Yes of course they play in gardens but both neighbours prefer no or little screaming and respect the other neighbours re outside play at reasonable times. This is in a typical SE London street btw, not overly naice (but nice enough). In fact in the streets around them when I walk there I rarely hear screaming kids. And there’s lots of them around!

It worked. Twice.

I had no idea if the children were screaming inside the house too, or suffering. They got checked up on and the screaming stopped. Twice. So something must have been wrong otherwise the screaming would have continued.

So a visit by social services managed to stop the screaming in two separate families. Just like that. I dread to think what these families did to suddenly stop their child from screaming. Masking tape?

Don't post stupid stuff. Really? They obviously needed some kind of help which they wouldn't have had if I had been a twat like some posters on here and ignored the screams.

If kids scream and run around outside the house before 6am due to ineffective parenting then I dread what happens behind closed doors because of said ineffective parenting. Maybe they are left to find their own food, or eat scraps left over. Who knows. But the only way to find out is to report. No wonder so many children are neglected if society doesn't give a damn.

Call your council and ask. They should have a noise policy. Since your neighbour is a council tenant they may be in breech if their tenancy and you need to contact someone else - looking on your councils website for noise nuisance. It should tell you. You’ll need to log dates and times of the noise including the dates you spoke to them.

Making significant noise before 7am persistently is something they are likely to deal with. A couple one offs, probably not.

There are some people that believe the following:
children make a noise at any time and it is ok “let them play” even if 6am or 11pm.
dogs bark at any time and this is ok inside or outside the house because they’ve buggered off out again.

No, all of the above are not ok and children playing outside or loudly inside a house and you have adjoining neighbours it is considerate to keep the noise down. When playing outside around the hours from 8:30am weekday and 9am weekends until around 6pm is considerate. I used to keep mine inside until these times as people nearby don’t need to hear it first thing in the morning.

Sounds like your neighbours doesnt care or it is irrelevant, I would be firm and follow up with a noise complaint, I imagine why she was moved on from her last abode.

Yes neighbours diagonally (but next to them) said they hear them through the walls screaming & shouting at stupid hours.

This is worrying - I wonder if the family needs social services intervention

My screaming next door monster goes to bed when her parents do. Anything from 11-1am. She turned 4 this year.

I actually think some of her behavioural problems (screams, shouts, cries instantly) is down to bad parenting and lack of sleep & routing.

Jeez that poor kid! shocking parenting allowing a 4 year old to stay up so late 😪😪😪 (& obviously awful for you to have to live next door to them too)
