First off, research shows severity of punishment in no way serves as a deterrent. This is also borne out by the empirical evidence from places like the US and Russia, where they still practice capital punishment, and yet still experience a degree of serious criminality far over and above other comparatively developed nations.
What does act as a deterrent, as criminals themselves have told researchers, is the propensity to be detected, apprehended, and convicted.
The main way people are caught for committing serious sexual crimes is because there is a primary witness. If you remove that witness, your chance of being detected and convicted is reduced.
So you start executing your sexual offenders. Great, they're dead! Get the flags and the bunting out. However, the slight problem with this is now a much higher proportion of your victims of serious sexual crimes are not only victims of rape and sexual assault, they are also murder victims too!!
