For example, I don’t want a state pension - so I should surely be able to opt out of soch based contributions percentage. And just pay a lesser amount to cover anything I do take advantage of.

How do you know what you won't benefit from? What if you are involved in a serious accident. Only the NHS runs emergency health care - private hospitals generally don't and if something goes wrong with your private operation guess where you end up? The NHS which has the ICUs, the ITUs etc, which we all pay for.
