Just as the title says.

Noah Donohoe disappeared coming home from school, his body was found in a storm drain without his clothes.

His mother can not get answers on why the police decided, immediately that there was no four play and us being blocked from seeing 4 files by the police.

She says On the day Noah was found, before Noah was formally identified, the Police did a media release stating that there was ‘No Foul Play’ involved.I ask, if the police are so sure that ‘No Foul Play’ was involved, why are the police now trying to stop me, as Noah’s mummy, getting four files of information on Noah’s investigation?

Surely I am not unreasonable to think this isn't ok and that most of use would want to know what had happened to our child?

That, and Noah not looking as one might, had one been in a storm drain for several days, is enough for anyone to question events.

Yes, these are my thoughts too. It must be so unbelievably frustrating for Fiona and her family, it's so glaringly obvious to so many people that there are inconsistencies that need to be addressed!

I think it is important to realise what sort of people the police (PSNI) use PII certificates and other tactics to protect, and the risks and consequences for all of us of that. Robert Howard, a prolific paedophile, violent rapist and child murderer, was one such person.

TRIGGER WARNING: Sexual violence -

Robert Howard murdered a 15 year old schoolgirl Arlene Arkinson in 1994 and committed the brutal rapes over 3 days of 16 year old Priscilla Gahan in 1993. He raped and murdered 14 year old schoolgirl Hannah Williams in 2001 in England. Howard committed a string of serious sexual offences against children and women, including the attempted rape of a 6 year old child in London, and used either breaking into homes or grooming to gain access to victims.

The PSNI were also criticised over claims that the detective from Kent Police, who finally brought Robert Howard to justice, almost saw his case collapse after the PSNI told him a week before the Hannah Williams trial that intelligence suggested Arlene Arkinson was buried under her sister Kathleen’s kitchen floor, casting suspicion on her family. If true, that would have destroyed any suggestion of a pattern in Howard’s behaviour. The detective, Colin Murray, ordered tests which proved Arlene was not buried at Kathleen’s home. He also claimed the PSNI were un-cooperative with his probe and tried to dissuade him from talking to the Arkinsons as he tried to establish a pattern in Howard’s crimes. Hannah Williams' mother, Bernie Williams, said she was “shocked” at the previous opportunities missed to jail Howard for other crimes. Her daughter, and other victims, could have been saved.

Howard moved freely between England, Scotland, Ireland and Northern Ireland over 40 years. Don’t think a PII can’t be used against your child. This isn’t a concern for NI only. It impacts us all.

Yes. I’ve shared Arlene’s case on here before (along with some other cases).

I have never seen a single instance where PII has genuinely been used to protect the public… only to protect the guilty and their associates. It has been flagrantly abused in NI.

As you said, it is a huge, huge concern for everyone

Bumping. Who could look at such a sweet face and not feel fury and frustration at the appalling injustice. Noah could be my child or yours. Justice for Fiona's boy.

Their plan was that, when Noah grew up and had a family of his own, he would have a granny flat at his house so that Fiona could live with them and help look after the children. He wanted to be a doctor. He would have been sitting his GCSEs.

Some people have not heard about Noah at all. Some people heard at the time that he had gone missing and then that his body had been found. Far, far less people know that, nearly 2 years later, Fiona has understandably no confidence left in the police and coronial investigations, is still waiting to know the truth about exactly when, why and how Noah died, and that an application has been made by the police to keep 508 pages of information about it secret. Actually, I believe there are another 100 pages, so that makes over 600. I think most people, on knowing about all this, would feel a great sense of unease, even outrage, and have many questions. People should feel fear too, because if things don't change now, it will happen to more children.

Yes. I wanted to talk more about Robert Howard because some people here on Mumsnet will understandably see PIIs as a Northern Ireland problem and so nothing to do with them or their children if they live elsewhere.

Nothing could be further from the truth. Howard was investigated concerning the death of Milly Dowler, for example. It is highly possible that he was responsible for many other acts of sexual violence and deaths over 40 years. Now that he is dead, it is sadly possible that Arlene's body will never be found. I'm sure that he would have murdered Priscilla, had she not escaped on the third day.

PIIs are relevant to all of us. The thought that Brandon Lewis MP will sit in Westminster or in his constituency in Great Yarmouth or wherever and sign off the PII application in Noah's case in 2022 beggars belief.

Yes. I think we'd all agree - or the vast majority of us - that there is reasonable doubt that No Foul Play was involved in this child's disappearance and death.

The many questions and inconsistencies must be addressed, for Noah and Fiona, to potentially prevent other child victims in the future, and for public confidence.
