I think it is important to realise what sort of people the police (PSNI) use PII certificates and other tactics to protect, and the risks and consequences for all of us of that. Robert Howard, a prolific paedophile, violent rapist and child murderer, was one such person.

Robert Howard murdered a 15 year old schoolgirl Arlene Arkinson in 1994 and committed the brutal rapes over 3 days of 16 year old Priscilla Gahan in 1993. He raped and murdered 14 year old schoolgirl Hannah Williams in 2001 in England. Howard committed a string of serious sexual offences against children and women, including the attempted rape of a 6 year old child in London, and used either breaking into homes or grooming to gain access to victims.
The PSNI were also criticised over claims that the detective from Kent Police, who finally brought Robert Howard to justice, almost saw his case collapse after the PSNI told him a week before the Hannah Williams trial that intelligence suggested Arlene Arkinson was buried under her sister Kathleen’s kitchen floor, casting suspicion on her family. If true, that would have destroyed any suggestion of a pattern in Howard’s behaviour. The detective, Colin Murray, ordered tests which proved Arlene was not buried at Kathleen’s home. He also claimed the PSNI were un-cooperative with his probe and tried to dissuade him from talking to the Arkinsons as he tried to establish a pattern in Howard’s crimes. Hannah Williams' mother, Bernie Williams, said she was “shocked” at the previous opportunities missed to jail Howard for other crimes. Her daughter, and other victims, could have been saved.
Howard moved freely between England, Scotland, Ireland and Northern Ireland over 40 years. Don’t think a PII can’t be used against your child. This isn’t a concern for NI only. It impacts us all.
