The man's an idiot but he wasn't smirking at Sunak talking about Ukranian children. He was obviously in a non-verbal exchange with someone on the shadow front bench over the previous subject. Sunak then started to talk about the Ukranian children and it took Johnson a couple of seconds to take on board the new topic and he then nodded in support of what RS was saying. He never laughed at people suffering or dying.

I think he's a twat for a lot of reasons, but I think it's a reach to be accusing him of laughing at children sheltering from war. That's obviously not the case.
Should he be laughing and pulling faces in that setting? Well, it's not exactly dignified, but then not much of his behaviour is. It's wildly inaccurate to portray it as him laughing at the subject matter being discussed at that exact point in time, though.
