Neighbours' Dog

We have new neighbours at the back of our house, so our house looks out onto their back garden and vice versa.
They seem to leave their dog out in the garden every day. Not sure if it's all day as garden isn't all visible but he's out there a fair bit, howling and trying to get in for hours at a time. They've left him out there today in torrential rain and awful winds, and he's running about, crying and looking frightened. I don't know what to do. I've heard the RSPCA won't do anything in situations like this but leaving him outside in this weather seems cruel. Any ideas? We don't know them as houses are on different roads and they're very new.

Have you been to speak to them? They might leave him with a dog flap and have no idea he’s out there like that

The RSPCA should do something if there is no shelter available.

There's definitely no dog flap. He tries to get in by putting his paw on the handle of the French windows.

Please ring the RSPCA for advice- no dog should be shut outside for hours let alone in this weather. Poor thing

Oh god love him.
How are you with dogs? If they are not in, I’d take a fence panel out and get him in. He must be terrified, some animals have been really hurt in this.

Surely it is cruelty if there is no shelter, water etc… plus staffies are short haired and the poor dog will be cold…. Good that you have noticed, I’d put a call in to RSPCA.

Yes, I presume they just leave him there when they're out at work. I just didn't think they'd do it with this weather.

poor creature, I really just don't get this behaviour, I'm not that keen on dogs and would'nt really describe myself as 'an animal lover' full stop but I can never get my head round how pet owners can be so cruel. I think its scary outside right now and I know whats causing it, this poor dog must be terrified.

I would call the RSPCA.

Bet if you rang the police about a suspected intruder they would come out but not for the life of an actual living animal.
Ring rspca. Report. Knock on door and tell them the ddog is distressed. Poor thing.

I think the RSPCA says a dog needs food water and shelter.
They will act if one of those is missing.

I can't get him, no. There's a high fence (and a wall) between us. Also don't know how he'd be with my dog.

Thing is, I can't tell if he has a kennel or other shelter as it could be behind the fence. I just know he wasn't using it earlier in the rain, and that he was distressed.
