they can if it is a legal carry i.e a none fixed blade or non locking blade below 3 inches in length, that is the entire length of the blade including any hinge not just the sharp bit.

you can perfectly legally carry something like a small Victorinox multitool or a pocket knife, many people make the mistake of thinking that all multitools are legal carry such as Leartherman, this is not the case as lots of those have locking blades which are illegal regardless of length and the other tools are taken into account too.
for example I have a Victorinox it has a knife, scissors, nail file, bottle opener, tweezers etc on it, all those are considered everyday use items, a leatherman for example may just have a knife, pliers, spirit level, ruler etc on it, those are considered trade items not everyday.
