Flop is clearly bings carer rather than his parent. So that explains why he's a bit more gentle with him.

You missed the main issue, which is Pando taking off his trousers as soon as he gets to the park.

Flop is probably on valium or some kind of functioning alcoholic. It's the only explanation.
