When I was at college prior to uni there was someone on our course who was a similar age. They had just moved back from the States. No one thought it was unusual.

What sort of college? 6th form or further education?

If 6th form, then yes, I'd find it unusual, because it is, but wouldn't think much of it, I'd just assume you had a reason to choose this option (teen pregnancy, illness, came from Overseas & needed a U.K. quality to go into further education)

Do you mean college like sixth form/technical college type place? Yes, unusual in the sense that I would expect them to be younger. But who cares, if they need the qualification then they can get it and be out of there in a year or two.

Why the minimalist drip feed with no context?

Is this your DD's boyfriend or something. ? And you're trying to quantify whether it's criticisable for him to be in college at that age and not working?

Is this your DD and you're wanting to work out what's normal?

Context would help..
