Certainly not. Perhaps a boss should not be sending any sort of political message to their employees; but it's hardly offensive. It's just true: Most presidents were white; Obama is black; Trump is a clown whose fake tan makes him look orange.

I think it's stupid and not very professional, but so much depends on context. It could be offensive if the person sending it intended it to offend.

I thought it was apt. I was in New York at the end of last year and we saw several T shirts in the souvenir shops that said "Elect a clown, expect a circus".

Not offensive but completely inappropriate for a manager to send to his subordinates. I wouldn't even send it to my peers. I keep politics, religion, race and sex completely out of workplace comms. Too much risk of offending someone or breaching company policy.

It isn't particularly professional to send political emails to work colleagues. I'd not consider it offensive though.
