Bottom line. Scrotus 'selling' citizenship is a bit of a misnomer. He's replacing the current EB5 programme which has an investment amount of $1mil USD with a 'gold card' programme in which a person must invest $5mil USD. FWIW a lot of countries have 'special' admission categories for large investors. So he's not 'selling' anything for $5 mil. That money doesn't come to him or to the US Govt. It is the amount a person must invest in a business in order to qualify for this new category of visa.

Both programmes contain a pathway to Lawful Permanent Residency ('green card'). The term 'gold card' is simply Trump's ego and what he will see as a marketing ploy. Having LAPR in and of itself is a 'pathway' to citizenship, whether you have a green or a gold card.

The article I linked says he'll be 'auctioning' these fancy dancy 'gold cards' but who knows exactly what that means.
