It'll be something to do with a back boiler from the range I'd guess, whatever it is it'll be the least of your worries there.

It's a boiler that heats water in the fireplace, so yes, it's a tap for hot water.

My biggest worry is whether you are actually considering this property? I think the tap is the least of the worry here...

We had one of those in my childhood home; there was a back boiler in the fireplace and occasionally the water would get too hot and actually boil. The tap was to draw off some of the hot water allowing more cold water into the boiler, thus cooling it down.

Nothing a little paint can't fix.

Looks a like it could be a lovely house , but would need to be completely rebuilt.
Next door looks equally bad.
