I think almost certainly Sunak is trying to find ways to keep Raab. Interesting that Sunak spoke to his ethics advisor before getting rid of Zahawi but doesn't feel he needs the same advice for Raab.

They’re really stringing out the raab report aren’t they? Surely it’s not that complex.

If the report contained anything positive we would have known by now, Sunak must be calculating the risks

There was an episode of the Newsagents roundabout November time last year about the use of Non Disclosure Agreements by Raab. I don't suppose we will never know how many people they have actually had to pay to achieve silence but his track record with junior staff is abysmal.
Sunak would have known all about it.

Have I got this right, Johnson appointed a known sex pest and then was surprised that they were a sex pest. Sunak has appointed a known bully and is about to appear surprised that they are a bully.

I mean he’s not a buffoon and doesn’t lie quite as much but there are more similarities than differences.
