maybe the confusion is the label ‘gender neutral’ on some of them? Anyone intelligent knows that all loos are gender neutral, it’s just that some are single sex and others are mixed sex. Anyone who pretends they don’t know their sex or doesn’t want to use the correct sex one can use the latter.

Oh bad headline.... begging the obvious question from the average voter of is there a local preschool that could lend some of their three year olds to pop in and help? And wtf do we pay these people who apparently can't put their own socks on?

Just send everyone a clear explanation. Clear even for TRAs. Women's = biological woman / born female, gender neutral = available for all to use, disabled = for anyone who needs to use it due to a disability. Then discipline people who insist on using the wrong one.
